The governing body of the California Democratic Party is the Democratic State Central Committee (DSCC) which is made up of approximately 3,200 – 3,600 delegates. Delegates come from one of three different paths:
- Elections of members of the County Central Committees
- Appointment by Elected Officials
- Elections of Democrats in each Assembly District (AD)
Elections of delegates in the 3rd category take place at Assembly District Election Meetings (ADEMs). ADEMs are held in each of the 80 California Assembly Districts in January of each odd-numbered year to elect 7 “self-identified female” and 7 “other than self-identified female” to be Assembly District Delegates (ADDs) to represent the Assembly District they are registered in. These elections are open to all California Democrats.

Due to COVID-19 restrictions, the format of the meeting has changed. The CA Democratic Party Executive Board met and adopted the rules and procedures for the 2021 ADEMs. A Zoom session will be held on Thursday, November 19 at 7 pm to explain the changes to the ADEM process and how the 2021 ADEMs will operate in the current pandemic.
